Visas in Canada 

If you plan to study in Canada for more than 6 months, then you need to apply for a student visa - Canadian Study Permit.

A Study Permit is a document issued by Immigration, Refugees and Citizenship Canada (IRCC) that allows a foreign national to study in Canada for a certain period of time.

Most international students require a study permit in Canada.

Canadian employers invite foreign specialists and skilled workers to work in various fields of activity. Each province in Canada has its own list of in-demand specialists.

To open a work visa/Work Permit, you first need to find a Canadian employer who will hire you.

Student Visas - Study Permit

On January 22, 2024, new rules for opening student visas came into force.

Canada to stabilize growth and reduce new international student permits to around 360,000 by 2024.

January 22, 2024 – Ottawa –Some institutions have significantly increased enrollment to increase income, and more students are arriving in Canada without the proper support they need to succeed. The rapid growth in the number of international students arriving in Canada is also putting pressure on housing, healthcare and other services.

 

Mark Miller, Minister of Immigration, Refugees and Citizenship, announced that the Government of Canada is setting an application cap for international students to stabilize new growth over the next two years.

 

- In 2024, the cap will result in approximately 360,000 approved study permits, a 35% decrease from 2023.

 

- Individual provincial and territorial limits corresponding to the size of the population are established. This will not affect the extension of study permits. Those pursuing master's and doctoral degrees, as well as primary and secondary education students, are not included in the limit. This will not affect holders of current study permits.

 

- As of January 22, 2024, every study permit application submitted to IRCC will also require a confirmation letter from the province or territory. Provinces and territories will establish the process of issuing assessment letters to students no later than March 31, 2024.

 

These temporary measures will be in place for two years, and the number of new applications for study permits that will be accepted in 2025 will be reviewed at the end of this year.

 

In order to better harmonize the Post-Graduation Work Permit Program, the selection criteria are changing:

 

- Effective September 1, 2024, international students who begin their study program at private colleges will no longer be eligible for a post-graduation work permit.

 

- Graduates of master's programs will soon be able to apply for a work permit for a period of 3 years. Under the current criteria, the duration of a post-graduation work permit depends solely on the length of the individual study programme, which discourages graduates from the Master's programme by limiting the amount of time they have to gain work experience and potentially move to permanent residence.

 

- In the coming weeks, open work permits will only be available to spouses of international students pursuing master's and doctoral studies. Spouses иностранных студентов на других уровнях обучения, включая программы бакалавриата и колледжа, больше не будут иметь права на участие в программе.

 

Recently, the department has introduced several measures to ensure that the International Student Program works for both incoming students and the country as a whole, including:

 

- On January 1, 2024, the cost-of-living requirement for study permit applicants was updated to better reflect the true cost of living in Canada and help prevent student vulnerability and exploitation.

 

- Effective December 1, 2023, higher education institutions are required to validate every letter of acceptance submitted by an applicant outside of Canada directly to IRCC. This advanced verification process protects prospective students from fraud and ensures that study permits are only issued on the basis of genuine letters of acceptance.

Work Visas - Work Permit

1. With a valid Study Permit in Canada, an international student has a Work Permit and the right to work off-campus at the institution where they are studying. Once eligible for off-campus work, international students can work up to 20 hours per week during regular academic classes and full-time during winter and spring breaks and summer breaks.

To be eligible to work off-campus while studying, an international student must:

  • have a valid study permit;

  • study at the specified educational institution;

  • have good academic performance;

  • be enrolled in an academic, vocational or vocational training programme of at least six months leading to a degree, diploma or certificate;

  • have a Social Security Number (SIN).

 

2. International students after graduating from college or university receive an Open Work Permit through the Post-Graduation Work Permit Program (PGWP).

An Open Work Permit holder can work for any Canadian employer without having a pre-confirmed job offer.

 

Post-graduation work permit

You need to know if you are eligible to work after you graduated. Not all designated learning institutions and not all programs of study make you eligible for the Post-Graduation Work Permit Program.

Along with graduating from a PGWP-eligible designated learning institution, you need to meet all other criteria to get a post-graduation work permit.

Changes in the opening of work visas for international students:

 

  • Effective September 1, 2024, international students who begin a study program at private colleges will no longer be eligible for a post-graduation work permit.

Changes to the Post-Graduation Work Permit Program  for International Students in Canada

On October 4, the government of Canada announced additional changes to the post-graduation work permit (PGWP) program.

New eligibility requirements below do not apply to you:

  • If you apply for a PGWP before November 1, 2024, you only need to meet the current eligibility criteria.

  • If you apply for a PGWP as a graduate from a PGWP eligible flight school, you only need to meet the current eligibility criteria (even after November 1, 2024).

  • If you submitted your study permit application before November 1, 2024, and are applying for a PGWP on or after November 1, 2024, you must meet the new requirement that applies to your situation.

 

New eligibility requirements apply to you:

  1. If you submitted your study permit application before November 1, 2024, and are applying for a PGWP on or after November 1, 2024, you must also meet the new requirement that applies to your situation.

  • If you graduated with a bachelor’s degree, master’s degree or doctoral degree from a university:

    • Language requirement: You must prove your English or French language skills with a minimum level of Canadian Language Benchmarks (CLB) 7 in English or Niveaux de competence linguistique canadiens (NCLC) 7 in French in all 4 language areas.

  • If you graduated in any other university program:

    • Language requirement: You must prove your English or French language skills with a minimum level of CLB 7 in English or NCLC 7 in French in all 4 language areas.

  • If you graduated from a college program or any other program not listed above:

    • Language requirement: You must prove your English or French language skills with a minimum level of CLB 5 in English or NCLC 5 in French in all 4 language areas.

 

   2. If you submit your study permit application on or after November 1, 2024, you must also meet the new     

       requirements that apply to your situation to be eligible to apply for a PGWP.

  • If you graduated from a university bachelor’s degree, master’s degree or doctoral degree program:

    • Language requirement: You must prove your English or French language skills with a minimum level of Canadian Language Benchmarks (CLB) 7 in English or Niveaux de competence linguistique canadiens (NCLC) 7 in French in all 4 language areas.

    • Field of study requirement: All fields of study are eligible. There is no additional field of study requirement.

  • If you graduated from any other university program:

    • Language requirement: You must prove your English or French language skills with a minimum level of CLB 7 in English or NCLC 7 in French in all 4 language areas.

    • Field of study requirement: You must graduate in an eligible field of study.

  • If you graduated from a college program or any other program not listed above:

    • Language requirement: You must prove your English or French language skills with a minimum level of CLB 5 in English or NCLC 5 in French in all 4 language areas.

    • Field of study requirement: You must graduate in an eligible field of study.

 

Field of study requirement

If your study program has a field of study requirement, you must graduate from a program linked to certain occupations in long-term shortage.

The fields of study are divided into 5 broad categories:

  • agriculture and agri-food

  • healthcare

  • science, technology, engineering and mathematics (STEM)

  • trade

  • transport
